Please submit the following information:
- Signed and sealed construction building plans depicting the full scope of work.
- Signed and sealed ComCheck. Include lighting/mechanical/exterior lighting (if applicable) and envelope. The ComCheck must be prepared for the latest Illinois Energy Conservation Code requirements.
- Water service line sizing worksheet (PDF).
Significant Code Requirements
- Health Department Approval (for food establishments) - All food establishments will require approval by the DuPage County Health Department prior to occupancy approval. https://www.dupagehealth.org/
- Sewer Permit - The sanitary sewer system in Wheaton drains to and is serviced by the Wheaton Sanitary District or DuPage County. Each agency has its own submittal requirements available on its web page. Once approved, please provide a copy of the permit, or a copy of the email if "no permit required" from the Wheaton Sanitary District, to the Wheaton Building Department.

- Water Service Line Sizing - If adding additional water service fixtures, a Water Service Fixture Count document must be submitted: Water Service Line - Sizing. To prepare this document, you must determine how many units share the same water meter with the unit applying for the tenant buildout/remodel (this information can be obtained from either the Owner or Property Manager). The number and the commercial load values for the “Existing” water service fixtures will need to be provided, as well as the number and commercial load values of the “New and/or Proposed” water service fixtures. Questions regarding Commercial Load Value calculations should be directed to the Water Division at (630) 260-2090.
Inspections
The inspections listed here are required for all Commercial Tenant Build-Out/Remodel projects. Additional inspections may be needed based on the scope of work for your project. A complete list of your required inspections will be listed on the Plan Approval Notice that will be attached to the approved plans.

To schedule an inspection
Please call (630) 260-2050 between 8:00 a.m. and 5:00 p.m. Monday through Friday. Plumbing inspections are available on Tuesday or Thursday only. Please allow for a minimum of 24 hours' notice when scheduling inspections. Inspections must be scheduled no later than 3:00 p.m. the day before the desired inspection date.
