Cadillac & Wakeman Flood Improvements
Project Overview
As part of the City's continued commitment to enhancing our community's infrastructure, starting in March 2024, the City will begin the Cadillac & Wakeman Flood Improvement Project to help alleviate flooding.
This project aims to decrease overland flooding into homes and other structures in an area identified as the Cadillac & Wakeman Upland Depressional Area. It is the result of the City's studies to identify flood-prone areas in Wheaton, and then identify ways that flooding can be reduced through infrastructure improvements. For this particular area, the City will be making storm sewer improvements and increasing the capacity of the area's storm sewers.
The City completed the final engineering for Cadillac & Wakeman Flood Improvements in October 2023 and received a $500,000 grant from DuPage County to help fund the project. Construction is scheduled to begin in March 2024.
Project Scope
This project will include installing approximately 2,249 linear feet of 48” diameter storm sewer. Crews will also replace an existing 72” concrete pipe that is approximately 70 years old underneath Cole Avenue with 660 linear feet of an 11’ x 5’ concrete box culvert. The outfall at Winfield Creek at Cole will also be reconstructed to repair and prevent erosion damage.

Weekly Updates
Week of 9/9/2024
- The sod has been placed by the landscaper. The contractor will water this sod several times throughout the coming weeks. When the sod takes, a letter will be mailed out from the City to the impacted homeowners to notify residents that the sod watering will cease.
Week of 8/26/2024
- Due to the excessive heat and dryness the landscaper will not be able to place topsoil and sod until September.
Week of 8/5/2024
- The City will have a contractor on site making electrical repairs on Cole Ave to reinstate the street lights.
- Topsoil and sod placement is tentatively scheduled for late August.
Week of 7/22/2024
- Note: 7/26/2024 - The contractor is forced to shut down paving today due to an accident in front of their plant necessitating a closure of the roadway. They plan to resume paving tomorrow morning.
- JNC will prep for drive approach restoration on Monday.
- On Tuesday, Dunteman will reinstall the asphalt drive approaches. Then on Wednesday and Thursday, Dunteman will prepare the entire project area for final paving.
- Installation of the final 2" of surface course asphalt scheduled for Friday. While there will be an inconvenience to access into private property as the surface course is installed, the process will go pretty quickly. As the paver goes by your property, it takes about 15 - 30 minutes for the asphalt to be rolled out and become a driveable surface. Road closures for thru traffic will be in place until end of day Friday.
Week of 7/15/2024
- Dunteman will be installing binder course asphalt on Washington Street and Cole Avenue on Wednesday. Road closed signs and a detour will be up for the entire day of paving.
- JNC will perform manhole frame adjustments on Washington and Cole between Thursday (18th) - Wednesday (24th). This will bring the rim of the manhole frame to the height of the projected finished roadway surface.
Week of 7/8/2024
- JNC will be preparing the entire project area for asphalt which is scheduled for the week of 7/15-7/19 (weather permitting). JNC will be using a gradall to clean up the parkways and remove all unnecessary construction material prior to paving. JNC will also be adjusting frames and grates within the project area in preparation for paving. Paper notification will be distributed by Engineering this week to residents who will have their driveway access disrupted by the milling and paving.
- NPL (Nicor) is also working in the area unrelated to flood improvement project. Areas disturbed by NPL will be restored by NICOR this summer.
Week of 7/1/2024
- Concrete will be poured on Cole Avenue and Washington Street starting Tuesday this week for curbs, sidewalks and driveways being restored. Once the concrete is in and cured (which takes approximately 7 days), RW Dunteman will be able to come in and finish up the paving for the project area. At that time, any asphalt driveway approaches damaged will be restored.
- NPL (Nicor Contractor) will be in the area performing utility work. Spots that are disturbed by NPL will be restored by Nicor and not by the City's contractor, JNC.
Week of 6/24/2024
- JNC has finished installation of the large diameter storm sewer and box culvert. Work will continue on Cole Avenue that will include connections of catch basins and disconnection of a water service on Tuesday. The water disconnection on Tuesday will require a watermain shutdown and residents impacted will be notified with a paper notice. This shutdown is primarily centered around Brookside Circle and Cole Avenue.
- JNC will also be removing damaged curb, sidewalk, and concrete drive approaches requiring replacement due to the construction. Temporary stone will be placed to keep those areas driveable until new concrete is installed.
Week of 6/17/2024
- JNC will work on finishing the box culvert installation on Cole Ave. The intersection of Washington and Cole will be disrupted.
Week of 6/10/2024
- JNC will continue to install the box culvert on Cole Avenue. Storage of materials will accumulate on Washington Street due to the proximity to the excavation. The intersection of Cole and Washington will be closed as early as Thursday to all traffic. This closure will be on Washington between Bridle and Turf. Approximately two more weeks of excavation remains. Immediate restoration of Washington and Cole will occur once excavation is completed.
- JNC will be preparing Parkway, Driving Park, and Ranch Road for final restoration. This will include removal of disturbed areas in the City Parkway. The area that has been graded in the parkway will be restored with topsoil and sod in the coming weeks.
Week of 6/3/2024
- Box culvert installation will continue to move east down Cole Avenue towards Washington Street. As the installation nears Washington Street, additional storage of materials will occur on Washington Street along the west side of the road.
- A watermain shutdown along Cole Avenue will occur on Thursday. This is required for the relocation of the watermain. This shutdown will be from 9 a.m. - 4 p.m. approximately and notices will be passed out to impacted properties.
- Concrete driveway and sidewalk restoration will occur on Thursday for Ranch Road, Driving Park Road, and Parkway Drive residents. Impacted residents will receive notification requesting they are out of their driveway from Thursday for several days while the concrete cures.
Week of 5/27/2024
- Box culvert installation continues on Cole Avenue. By Friday, the work will be centered at Cole Avenue and Grey Willow Road.
Week of 5/20/2024
- JNC continues to work on Cole Avenue. Cole will be closed to thru traffic at Carlson Lane. At this time residents trying to commute to properties west of Carlson Lane along Cole should enter Cole off Main Street. Residents trying to reach properties east of Carlson Lane should enter off of Washington Street. Access to private properties will shift for properties as construction slowly moves east from Winfield Creek towards Washington Street.
- Street paving along Parkway Drive, Driving Park Road, and Ranch Road is scheduled to occur May 21st. Parkway Drive and Driving Park Road will be milled first followed by Ranch Road. Only binder asphalt is being placed and the final 2” of surface will come at a later date.
- The work on Cole Avenue will soon require a water shutdown for part of the area which is tentatively planned for Friday. Notices of the shutdown will be passed out to impacted properties.
Week of 5/13/2024
- John Neri Construction has begun outfall installation at Winfield Creek on Cole Avenue. Cole Ave will be closed to through traffic at Winfield Creek. At this time residents trying to commute to properties west of Winfield Creek along Cole Avenue should enter Cole Avenue off Main Street. Residents trying to reach properties east of Winfield Creek should enter off of Washington Street. Access to private properties will shift for properties east of the creek as construction slowly moves from Winfield Creek towards Washington Street.
- The closure of Cole Avenue will remain for several weeks.
- Street paving along Parkway Drive, Driving Park Road, Ranch Road, and Washington Street (Ranch to Countryside) is scheduled to start approximately May 20th. This process will be about a week long and will include the removal of the stone patch and the installation of binder course asphalt. Driveway approach replacement, concrete sidewalk repair, and final asphalt surface (last 2" of pavement) is tentatively scheduled to occur for the area mentioned after Memorial Day weekend.
Week of 5/6/2024
- John Neri Construction will be working on Cole Avenue between Washington Street and Main Street. Cole Avenue will be closed to through traffic for the next 4-8 weeks.
- Work that will block access to private driveways along Cole Avenue will occur in the coming weeks. Notification will be delivered door to door for those residents impacted. The contractor will also notify you on the morning of the disruption.
Week of 4/29/2024
- John Neri Construction (JNC) will be installing the 48" storm sewer on Parkway Drive. Driving Park Road will be closed to through traffic between Parkway Drive and Countryside Drive. Ranch Road will be closed to through traffic from President Street to Washington Street. Parkway Drive will be closed from Washington Street to President Street.
- Work on Cole Avenue between Brookside and Washington is scheduled to begin on Thursday, May 2nd.
Week of 4/15/2024
- On Monday, John Neri Construction JNC will be working on Washington Street near Ranch Road connecting storm sewer laterals and replacing a portion of the sanitary sewer that was in conflict during construction. Washington Street will be temporarily closed to through traffic during this time.
- Tuesday - Friday work will occur at Driving Park Road and Ranch Road. Driving Park Road will be closed to through traffic. This work will include the relocation of a sanitary sewer, adjustment of a water main, and continued installation of the 48” storm sewer.
Week of 4/8/2024
- John Neri Construction (JNC) will continue to install the 48" Storm sewer on Ranch Road this week. Ranch Road and Washington Street will be closed to through traffic. JNC anticipates the pipe installation on Ranch Road will be completed approximately Wednesday 4/17.
- Water Service installation will occur for St. Marks Church off of Carlson Lane / Cole Avenue on Saturday, 4/13
- Work will also occur on Driving Park Road near the Ranch Road intersection. The City's water main will be adjusted prior to the 48" storm sewer being installed. This work is anticipated to occur 4/12-4/18.
- Driving Park Road will be closed as early as Friday, 4/12, to through traffic. This closure is anticipated to last at least until May 1, 2024. The closure will be on Driving Park between Countryside Drive and Parkway Drive
Week of 4/1/2024
- John Neri Construction (JNC) continues to install the 48" Storm sewer and will be on Ranch Road this week. Ranch Road and Washington Street will be closed to through traffic. JNC anticipates the time on Ranch Road will be approximately 2-3 weeks.
- NICOR/NPL will be working on Washington Street at Cole, Turf, and Countryside intersections.
Week of 3/25/2024
- John Neri Construction (JNC) is continuing to install the 48" Storm sewer on Washington Street. Washington Street will be closed to through traffic. JNC anticipates making the bend and starting on Ranch Road at the end of the week. When this occurs, Ranch Road will be closed to through traffic.
- NICOR/NPL is finishing up its work on Cole and Washington.
Week of 3/18/2024
- John Neri Construction (JNC) will continue to install the 48" storm sewer on Washington Street. Washington Street will be closed to local traffic only and this closure will continue until Washington Street is safe to reopen to through traffic. Additional barricades have been placed on Turf Lane, Countryside Drive, and Ranch Road to alert drivers that Washington Street is closed.
- John Neri Construction is planning to perform saw-cutting of drive approaches throughout the construction area. This saw-cutting is a proactive measure to ensure driveway removal is minimal and precise. The driveways impacted will be along Washington and Ranch. This saw cutting is planned to occur on Tuesday, March 19 & Wednesday, March 20. The driveway approach pavement be removed at various times throughout construction and will immediately be replaced with temporary compacted stone to ensure the driveway access is kept intact. Restoration of the driveways will occur in the summer.
- NICOR's contractor (NPL) is performing gas main relocation along Cole Avenue and Washington Street to avoid conflicts with the City’s project. The notification to private property owners, the timing of the work, and restoration for the gas main relocation work are being done by NICOR and NPL. NPL has communicated that the relocation may be completed as early as Friday, March 22, 2024, barring any unforeseen delays.
Week of 3/11/2024
You will start to see work progress this week for the Cadillac - Wakeman Flood Improvement. Here are some of the things to expect this next week:
- John Neri Construction (JNC) will begin milling streets and installing tree protection.
- JULIE locates will continue. Please do not remove any flags associated with this locating until after construction is completed.
- Materials and equipment will begin to arrive on site. These materials are to be stored entirely on the public right-of-way (ROW) and should not be placed on private property.
- On Tuesday, JNC will begin installing a 4” water service on Carlson Lane to St. Mark's.
- On Wednesday, JNC will begin 48” storm sewer installation on Washington Street. Washington Street will be closed to local traffic only and this closure will continue until Washington is safe to reopen to through traffic.
- NICOR does plan to be in the project area performing gas main relocation down Cole Avenue and Washington Street related to the City’s project.
Week of 3/4/2024
John Neri Construction is scheduled to start construction for the Cadillac - Wakeman Flood Improvement Project this week. Here are some of the things to expect as construction kicks off:
- The City will hold a preconstruction meeting with the contractor.
- The contractor will begin to have various areas JULIE-located, which involves identifying the location of underground utilities and placing flags to identify their location. Please do not remove any flags associated with this location until after construction is completed.
- Materials and equipment will begin to arrive on site. These materials will be stored entirely on the public right-of-way (ROW), which is the City-owned area that is generally between the sidewalk and curb (if there are sidewalks and curbs) and should not be placed on private property.
- Traffic control/barriers/signs will begin to be placed in the ROW.
- The contractor will do a pre-construction video of the entire site for a record of the "before" conditions.
- Crews will begin road surface milling.
This week, there will be no disruption to access to private properties by John Neri Construction. Nicor Gas does plan to be in the project area performing gas main relocation down Cole Avenue and Washington Street related to the City’s project. There may be temporary lane/road closures performed by Nicor, but Nicor does not believe these closures will be overnight.
From March to September, there will be phased temporary road closures for the Cadillac Wakeman Flood Improvement Project.
The first phase of road closures is scheduled to begin Wednesday, March 13 for Washington Street, from Parkway Drive to Cole Avenue.
