Contractor Registration Requirements

The City of Wheaton ordinance requires that all general, electrical, mechanical, plumbing, fire alarm, fire sprinkler, heating and air conditioning, roofing, elevator, irrigation, excavation, and right-of-way contractors are required to register with the City of Wheaton. The requirements to register with the City of Wheaton by trade are as follows:

Contractor Requirements

General Contractor

  1. Complete the online Contractor Registration application.
  2. Payment of the Contractor Registration fee per Appendix B to this Code.

Mechanical Contractor

  1. Complete the online Contractor Registration application.
  2. Payment of the Contractor Registration fee per Appendix B to this Code.

Electrical Contractor

  1. Complete the online Contractor Registration application.
  2. Copy of Electrical License.
  3. Payment of the Contractor Registration fee per Appendix B to this Code.

Plumbing Contractor

  1. Complete the online Contractor Registration application.
  2. Copy of State Plumbing Contractor Registration (055) and State Plumbing license (058).
  3. Payment of the Contractor Registration fee per Appendix B to this Code.

Roofing Contractor

  1. Complete the online Contractor Registration application.
  2. Copy of State Roofing license.
  3. Copy of the applicant’s driver's license or State ID.
  4. Payment of the Contractor Registration fee per Appendix B to this Code.

Demolition Contractor

  1. Complete the online Contractor Registration application.
  2. Payment of the Contractor Registration fee per Appendix B to this Code.

Fire Alarm

  1. Complete the online Contractor Registration application.
  2. Copy of State Fire Alarm license or Electrical License.
  3. Payment of the Contractor Registration fee per Appendix B to this Code.

Fire Sprinkler

  1. Complete the online Contractor Registration application.
  2. Copy of State Fire Sprinkler/Distribution License.
  3. Payment of the Contractor Registration fee per Appendix B to this Code.

Elevator Contractor

  1. Complete the online Contractor Registration application.
  2. Copy of State Elevator Contractor License.
  3. Payment of the Contractor Registration fee per Appendix B to this Code.

Lawn Irrigation

  1. Complete the online Contractor Registration application.
  2. Copy of State Plumbing Contractor Registration (055) and State Plumbing license (058).
  3. Copy of State Lawn Irrigation Certificate (060).
  4. Payment of the Contractor Registration fee per Appendix B to this Code.
  5. Provide $10,000 surety bond (if working in the City right-of-way).
  6. Provide $1,000,000 certificate of insurance (if working in the City right-of-way).

Work in the City of Wheaton right-of-way

  1. Complete the online Contractor Registration application.
  2. Copy of State Plumbing Contractor Registration and license (055 & 058) - for sewer & water contractors.
  3. Letter of Intent on company letterhead with the “corporate seal” if incorporated, or notarized if a sole proprietorship.
  4. Provide $10,000 surety bond.
  5. Provide $1,000,000 certificate of insurance.
  6. Payment of the Contractor Registration fee per Appendix B to this Code.

Bond and Certificate of Insurance Content

Bond Requirements:

  1. The bond number shall be provided.
  2. The obligee shall be “City of Wheaton”.
  3. The type of Contractor shall be identified (i.e., Sewer & Water, Excavator, Concrete/Asphalt).
  4. The signature of the Principal shall be provided (authorized individual of the company registering to do business in the City of Wheaton).
  5. Insurance or Bond Company shall prepare all bonds; self-issued bonds are not accepted.

Certificate of Insurance:

  1. “City of Wheaton” shall be named as “additional insured” and “certificate holder”.
  2. “Written contracts” or “Agreements” shall not be referenced.
  3. The project address shall not be identified.
  4. It shall be a Commercial General Liability Policy, not a Business Owners Policy.

Registration Fee

  1. The Contractor Registration Fee is $75.00 when contractor registration is initiated and renewed annually.
