Water and Sewer Billing

The City of Wheaton has a contract with the DuPage Water Commission to supply water from Lake Michigan through the City of Chicago to Wheaton residents. 

The Water Division of Wheaton’s Public Works Department oversees the distribution, quality, and storage of water, ensuring the City’s water infrastructure remains operational.

The Finance Department issues monthly utility bills for water usage, sanitary sewer conveyance, and stormwater management. Bills are issued on the 15th of each month and are due 25 days from the billing date. If payment is not received within 25 days, a 5% late fee will be applied to the past due balances. After 35 days, a shut-off notice will be sent indicating that water service will be terminated if payment is not received by the due date on the notice. Water service will not be restored until all past due amounts and fees are paid.

Sanitary Sewage Treatment Bill

In addition to the City of Wheaton utility bill, residents receive a separate bill for sewage treatment from either the Wheaton Sanitary District or the DuPage County Public Works Department, both of which are separate governmental agencies. Most of the City is served by the Wheaton Sanitary District while the far southeastern portion is served by the DuPage County for sewage treatment. 

High Water Bill

If you receive a utility bill that is higher than usual, consider these common causes:

  • Seasonal Usage – Increased water usage during summer months for lawn irrigation, garden watering, new sod, and swimming pool maintenance can significantly impact on your monthly bill. 
  • Plumbing Leaks– Common Leaks include:
    • Running toilet: often caused by a faulty flapper. To detect a leak, you can: 
      • Sound Check – Listen for a hissing noise.
      • Dye Test – Add a few drops of food coloring or a dye tablet to the toilet tank. After 15-20 minutes, check the bowl for dye. 
      • Overfill Tube – Leaks in the overfill tube may go directly into the sewer line without any obvious signs. 
    • Leaky Faucet and Fixtures: Usually caused by a faulty rubber washer in the faucet handle. 
    • Old, Outdated Fixtures and Toilets: Newer models are designed to save water, such as low-flow toilets, high efficiency washing machines, low-flow showerheads, etc. 
    • Irrigation Leaks: A cracked line or loose joint can cause leaks even when the system is off. Look for wet spots in your yard. 
    • Outdoor Spigot Leaks: Check for leaks in outdoor faucets.
  • Equipment problems – issues with water softener, water heater or humidifier can cause increased water usage.
  • Running water to avoid freezing – In cold weather months, running water to prevent pipes from freezing can increase your bill.
