The City of Wheaton is in the final stages of developing a Strategic Plan to serve as a roadmap to guide the City Council's decision-making over the next 5 years. As part of the process, the City is seeking final community input through a survey on the draft Strategic Plan’s five strategic priorities. The five Strategic Priorities in the plan are:
• Financial Stability
• Enhanced Infrastructure
• Responsive and Efficient Services
• Community Safety
• Environmental Sustainability
Residents are invited to share feedback on the five strategic priorities using the survey on the City’s website. The City Council will use your feedback to help make its final changes to the plan, which will guide our community in the coming years. The entire Strategic Plan document is also available for review.

About the Strategic Plan Process
Wheaton City leaders have adopted a strategic plan every four to five years for the past 20 years to guide priority-setting and resource allocation. In January 2020, City leaders sought to recalibrate the current strategic plan and set initiatives to guide planning for the next five years. The strategic planning process included interviews with the Mayor, members of City Council, and the City’s leadership team; a community and employee survey; two community engagement sessions; review of local and regional data; and a review of financial trends. The process resulted in the current draft Strategic Plan. Once the final plan is adopted, it will be posted on the City's website.
