CONTRACTOR REGISTRATION GUIDELINES

When performing construction within the City of Wheaton certain contractors are required to be registered with the City prior permit issuance and the start of work.  See TABLE A attached for a listing of those contractors that are required to be registered, as well as the necessary documents to be submitted for review and approval by our Permit Processors. To avoid confusion, we ask that the contractor being registered provide their respective application(s), bond(s), insurance, etc. The registration documents can be dropped off at our service counter at City Hall or faxed to our office at 630-260-2195.

State licensed contractors that register with the City of Wheaton remain valid until the expiration of the State license. Non-licensed contractor registrations with the City of Wheaton remain valid for a period of one year from the date of issuance.

Application:
Please fill out and submit a Contractor Registration Application form along with the applicable documents listed in TABLE A.

Bond:

  1. Bond number shall be provided.
  2. Obligee shall be “City of Wheaton”.
  3. Type of Contractor shall be identified (i.e., General, Electrical, Mechanical, Sewer & Water, Excavator, Concrete/Asphalt).
  4. Signature of Principal shall be provided (authorized individual of the company registering to do business in the City of Wheaton).
  5. Insurance or Bond Company shall prepare all bonds, self-issued bonds are not accepted.
  6. When bonds and insurance certificates are faxed, hard copies shall be mailed or delivered shortly thereafter.

Certificate of Insurance:

  1. “City of Wheaton” shall be named as “additional insured” and “certificate holder”.
  2. “Written contracts” or “Agreements” shall not be referenced.
  3. Project address shall not be identified.
  4. Shall be a Commercial General Liability Policy, not a Business Owners Policy.

Registration Fee:

  1. The Contractor Registration fee is $75.00 and shall be paid when registration documents are submitted. Electricians who hold a valid license or registration in another municipality are not required to pay a registration fee, however, a copy of the current license or registration must be submitted.
  2. Payment methods include Visa, MasterCard, cash or check, payable to “City of Wheaton”.

TABLE A - CONTRACTOR SPECIFIC REGISTRATION REQUIREMENTS

General, Mechanical & Demolition

  1. Fill out Contractor Registration Application.
  2. Pay $75.00 registration fee.
  3. Provide $10,000 surety bond.

Electrical

  1. Fill out Contractor Registration Application.
  2. Pay $75.00 registration fee OR provide a current license or current registration form from another community and the registration fee will be waived due to the state reciprocity statute.
  3. Provide $10,000 surety bond.

House Moving

  1. Fill out Contractor Registration Application.
  2. Pay $75.00 registration fee.
  3. Provide $10,000 surety bond.
  4. Provide $1,000,000 certificate of insurance.

Elevator Contractor

  1. Fill out Contractor Registration Application.
  2. Provide a copy of the State Elevator Contractor License.
  3. No fee, bond or certificate of insurance required.

Work in City Right-of-Way
Including but not limited to Excavation, Sewer & Water, Drive Approach, Sidewalk, and Roadway

  1. Fill out Contractor Registration Application.
  2. Pay $75.00 registration fee.
  3. Provide $10,000 surety bond.
  4. Provide $1,000,000 certificate of insurance.
  5. Provide a copy of Plumbing Contractors Registration (PCR). (For Sewer & Water Contractors).
 

Plumbing

  1. Provide a copy of the State Plumbing Contractors Registration (PCR).
  2. City Contractor Registration not required, see Illinois Dept. of Financial & Professional Regulations (IDFPR).
  3. Registration fee, bond, and certificate of insurance not required.

Roofing

  1. Fill out Contractor Registration Application.
  2. Provide a copy of the State Roofer’s License.
  3. No fee, bond or certificate of insurance required.

Fire Alarm

  1. Fill out Contractor Registration Application.
  2. Provide a copy of the State Fire Alarm License or a copy of the Electrical License.
  3. No fee, bond or certificate of insurance required.

Fire Sprinkler/Distribution

  1. Fill out Contractor Registration Application.
  2. Provide a copy of the State issued Fire Sprinkler/Distribution License.
  3. No fee, bond or certificate of insurance required.

Lawn Irrigation

  1. Provide copy of the State Lawn Irrigation Certificate.
  2. Provide Plumbing Contractors Registration (PCR) License.
  3. Provide $1,000,000 certificate of insurance.
  4. City Contractor Registration not required, see IDFPR.
  5. Registration fee and bond not required.
