Roosevelt Road Corridor Plan
What is the Roosevelt Road Corridor Plan?
The City of Wheaton adopted the Roosevelt Road Corridor Plan, which is a guide to lead future development along the Roosevelt Road Corridor that is responsive to existing conditions and emerging trends, and appropriate for our community. Developed over several years, this plan represents an extensive process that incorporated the input of the community, City Council and City staff to ensure the end product supports development that is best suited for the different segments of Roosevelt Road and respects surrounding neighborhoods.
Following the adoption of the plan, at the Feb. 3, 2025 City Council meeting, the Council passed ordinances implementing the Roosevelt Road Corridor Plan into the City's Zoning Ordinance.

Zoning Changes: Roosevelt Road Corridor District
The City's Zoning Ordinance has been updated to incorporate the newly created Roosevelt Road Corridor District. You can view the Section 31 - R-R Roosevelt Road Corridor District (PDF) on the City's website, which outlines the updated zoning of all properties within this area.
Background on Developing the Roosevelt Road Corridor Plan
Throughout the process of adopting this plan, the City created the Roosevelt Road Corridor Plan Update video to help guide you through the plan, highlighting key sections along the way. You can view the Final Draft Roosevelt Road Corridor Plan (PDF), which incorporates feedback from the community and City Council from several community input sessions and City Council meetings.
At the Aug. 15, 2022 City Council Meeting, the Wheaton City Council approved an ordinance amending the City's Official Comprehensive Plan to include the Roosevelt Road Corridor Plan. See the staff memo from the meeting, which summarizes the project and how public input has shaped this plan.
In 2018, the City selected the consultant team of Camiros, Ltd. and Valerie Kretchmer & Associates to prepare a Comprehensive Plan/Market Study/Zoning Ordinance Update for the Roosevelt Road Corridor; a nearly two-mile-long corridor extending from Carlton Avenue on the west to the Wheaton/Glen Ellyn border on the east (just past Lorraine Road).
The Roosevelt Road Corridor Comprehensive Plan/Market Study/Zoning Ordinance Update process will result in the identification of specific action items that will allow the City to advance the shared vision conceived by this effort.

Community Input Sessions
The City held two community input sessions to gather feedback on the draft on March 23 and March 24, held in person and through Zoom.
